I know some states really use the Resources section of the web app quite a lot and have dozens of folders, and I think others don't even know it exists. It's basically just a place for sharing random files like Excel and Word documents between MIS2000 users. We've blogged about it before here. And it looks like this:

We've recently added in support for MIS2000 to send out emails whenever a file is uploaded. We haven't implemented a general way to specify who gets an email for which folders, so we'll be winging that on a state-by-state basis until some good conventions arise. If you think you'd like to look into this for your state, let us know
